For many international students in Canada the Post-Graduation Work Permit (PGWP) is their perceived route to Canadian permanent residence (PR). The PGWP was first introduced in 2005 and allows graduates from eligible Designated Learning Institutions (DLIs) the opportunity to obtain an open work permit, and to gain Canadian work experience. Historically, international students have obtained PGWPs to gain Canadian work experience and then transition from temporary status to PR. However, currently many international students in Canada find themselves in a position where they do not qualify for permanent residence by the time their PGWP expires.

2024 marked a year of significant change to Canada’s international student program. Throughout the year, the Canadian government implemented a series of regulatory measures to control the influx of international students coming into the country. Both prospective students and educational institutions are now facing a shifting landscape. The objectives of these changes have been consistent: to stabilize population growth, reduce student vulnerability and preserve the integrity of Canada’s international student program.

Over the past year, we have seen dramatic changes to Canada’s international student program. Canada has gone from setting out the welcome mat for international students to pulling the rug out from underneath them by turning Canada’s international student program upside down. In recent months international students have been held responsible for many of Canada’s ills including housing shortages, overcrowding of schools, raiding food banks, and causing border crossing traffic jams by making “flagpole” applications. As a result, as early as October 2023, the Canadian government announced the first of what would become an avalanche of changes targeting Canada’s international student program. Let’s see what is in store for the intrepid international student.

Predictability for obtaining permanent residency status in Canada changed dramatically on January 1, 2015 with the introduction of the Express Entry (EE) selection system for permanent residence to Canada. EE introduced a new points based Comprehensive Ranking Score (CRS) measurement for selecting the “best and brightest” applicants.
The start of each new school term brings exciting opportunities for international students. In addition to experiencing a new country and obtaining an international education, international students have numerous opportunities to work and live in Canada both during and after their studies. Yet, nearly every month I am consulted by international students facing removal from Canada without being allowed to complete their studies. What can international students do to maximize their opportunities not only from an educational perspective but also for immigration purposes?
